What a revelation. I am shocked. LOL. :))
Ok, I am joking, but it is time for somebody to brief you on topic of plots and secrets.
It is fairly easy, but it comes with a price. You have to give up a better part of your humanity if you want to start to understand the works.
For starters, you all know how spiders make their webs. Since people are trying to copy inventions of mother nature as much as possible, spider webs became a model for security, or secret services, also known as "intelligence community".
Every country has it, and services are also organized in "leagues", "clans", "clusters", you name it.
If there is something important, you can bet somebody from IC has his paws deep in the cookie jar, and he does not look like Yoggie The Bear, by far.
But, like I said, you have to give up a better part of your humanity to start to reveil what is hiding in those spider webs.
I hope you don't understand a bit of this ...

Yes, but most countries use those services for defence, and USA is only country in the world that used intelligence services to prepare attacks and assasination, cause civili wars and worse.
Now, USA has privatised army.
it turns out that those "brave men and women" are in fact, dirty mercenaries.
